Kijkwijzer is a role model says European Commission

 Kijkwijzer, the Dutch classification system for audiovisual media, is an effective form of co-regulation, and can therefore serve as a role model for other European countries. This was the conclusion drawn from research carried out for the European Commissioner for Information Society and Media, Viviane Reding, and presented this week in Brussels. According to the research, Kijkwijzer scores highly in relation to its penetration, public confidence and the use made of the system by the public. In addition, Kijkwijzer has also led to stronger participation by the media sector itself.

 

According to Reding, the research convincingly shows that self-regulation and co-regulation in the media sector, such as by means of Kijkwijzer, work better than traditional government regulation. The European Commission has stated that self-regulation or co-regulation (a combination of government and self-regulation) is better able to respond to the rapid advances in technology and growing consumer autonomy in our digital society. Traditional forms of government regulation lack the flexibility to respond adequately to the speed of technical, social and economic change and to the far-reaching decentralisation of information. Furthermore, it is difficult to monitor compliance using traditional approaches.     
 
The research into co-regulation in the European media sector was carried out for the Commission by the Hans-Bredow Institut from the University of Hamburg in cooperation with the Institute for European Media Law in Saarbrücken.
